The Village Family Services is being recognized Tuesday with the All Children?All Families seal of recognition from the Human Rights Campaign during the foster and adoption agency?s Cultural Competency Series workshop Working With LGBTQ Youth: What You Really Need to Know at the Skirball Cultural Center. HRC?s All Children?All Families initiative ?provides a comprehensive framework for agencies to establish policies and practices that welcome, support and affirm LGBT foster and adoptive parents,? according to an HRC press release.

Cain super PAC hands off its cash (Politico)
The 9-9-9 Fund, a super PAC that spent hundreds of thousands of dollars last year in support of Herman Cain?s now-defunct presidential campaign, will donate its remaining cash to a super PAC bearing Cain?s name that formed shortly after the candidate dropped out of the race last year.
The Cain Connections PAC, run by conservative political operative Anthony Holm, is due to receive $100,000 from the 9-9-9 Fund, the fund?s former leader Jordan Gehrke confirmed to POLITICO.
Continue Reading?Now that the campaign [is] over, we believed we had a responsibility to our donors to make sure that their remaining funds went to supporting Cain?s 9-9-9 Plan,? Gehrke said, adding that he plans to soon close the 9-9-9 Fund.
Cain, who does not appear to be directly affiliated with the Cain Connections PAC, is traveling the country promoting his 9-9-9 taxation plan as part of the ?Cain Solutions Revolution.?
Cain has endorsed former House speaker Newt Gingrich in the Republican presidential primary contest.
Holm, of the Cain Connection PAC, declined to offer details on what his super PAC specifically intends to do with the $100,000, or more broadly.
?The PAC?s filings will speak for themselves,? said Holm, who has served as a spokesman for homebuilder and Republican financier Bob Perry and consulted for Texas Republican Gov. Rick Perry .
Holm added that his PAC ?exists to support liberty and opportunity in America? and that ?Cain Connection PAC wants substantial tax reform and to pass the 9-9-9 plan.? The super PAC intends to use ?all forms of advocacy? to achieve that goal, he said.
Federal filings indicate the Cain Connections PAC formed on Dec. 14, days after Cain exited the presidential race.
On Feb. 15, the Cain Connections PAC filed a report listing the 9-9-9 Fund as an ?affiliated committee,? which Holm says is for ?legal reasons,? however, he declined to elaborate.
Super PACs, which sprung into existence in 2010 following the federal Citizens United v. Federal Election Commission and SpeechNow.org v. Federal Election Commission court decisions, may raise and spend unlimited amounts of money from most any source ? including corporations and other super PACs ? to directly advocate for or against political candidates.

AUSTIN, Texas Intersections of the future will not need stop lights or stop signs, but will look like a somewhat chaotic flow of driverless, autonomous cars slipping past one another as they are managed by a virtual traffic controller, says computer scientist Peter Stone.
"A future where sitting in the backseat of the car reading our newspaper while it drives us effortlessly through city streets and intersections is not that far away," says Stone, a professor of computer science at The University of Texas at Austin.
Stone's research focuses on creating artificially intelligent (AI) computing systems, and he is developing some of the systems that are needed to make autonomous driving a reality. For example, Stone and his students created an autonomous car, named Marvin, in cooperation with Austin Robot Technology that competed in the 2007 DARPA Urban Challenge competition.
This week, Stone presents his research on autonomous intersection management at the American Association for the Advancement of Science (AAAS) annual meeting in Vancouver, British Columbia.
"Computers can already fly a passenger jet much like a trained human pilot, but people still face the dangerous task of driving automobiles," he says. "Vehicles are being developed that will be able to handle most of the driving tasks themselves. But once autonomous vehicles become popular, we need to coordinate those vehicles on the streets."
To that end, Stone is developing virtual intersection systems that will make auto travel safer and faster.
In his newest system, AI driver agents (the autonomous vehicles) "call ahead" and reserve space and a time at an intersection. Then an arbiter agent, called an "intersection manager," approves the request, and the vehicles move through. There is little stopped traffic. (Watch a simulation video: http://youtu.be/j0fYERuJ2vw)
For now, the action takes place mainly as a simulation on a computer, or with a single real car (for example, Marvin) interacting with many other simulated cars. But Stone says the day is near when we'll start seeing autonomous vehicles on the streets, and the benefits of controlling the cars and traffic will be realized.

WASHINGTON (AP) ? The Moroccan man accused of plotting to carry out what he thought would be a suicide bombing at the U.S. Capitol told acquaintances that America's war on terrorism was a war on Muslims and that they needed to be ready for battle, according to authorities.
Then the 29-year-old unemployed man started preparations of his own and believed he was working with an al-Qaida operative on the plot, according to court documents and an affidavit. A man brought him an automatic weapon. He got a suicide vest, scouted out targets and practiced setting off explosives, the documents say.
On Friday, Amine El Khalifi's goal to detonate the vest at the Capitol ended with his arrest in an FBI sting, said U.S. authorities who had been monitoring him for nearly a year. Undercover operatives ? not an al-Qaida representative as he believed ? gave him a gun and explosives that didn't work, according to an affidavit. He had those items with him when he was taken into custody at a parking garage near the Capitol, a counterterrorism official said.
He was charged in a criminal complaint with knowingly and unlawfully attempting to use a weapon of mass destruction against property that is owned and used by the United States. He made a brief appearance Friday afternoon in federal court in Alexandria, Va., where a judge set a bail hearing for Wednesday.
El Khalifi, who is not believed to be associated with al-Qaida, expressed interest in killing at least 30 people, officials said. Two people briefed on the matter told The Associated Press the FBI has had him under surveillance around the clock for several weeks. They spoke on condition of anonymity because they were not authorized to speak publicly.
He came to the U.S. when he was 16 years old and overstayed his visitor visa, which expired in 1999, making him in the country illegally, according to court documents.
Before settling on a suicide bombing plot, he considered targeting an office building in Alexandria, where military officials worked and a restaurant in Washington to target military officials who gathered there. He even purchased nails for the operation, according to the affidavit.
But he settled on the Capitol after canvassing that area a couple of times, the counterterrorism official said. He met with an undercover law enforcement officer, who gave him an automatic weapon that didn't work. El Khalifi carried the firearm around the room, practiced pulling the trigger and looking at himself in the mirror.
He later asked his associates for more explosives that could be detonated by dialing a cellphone number. In January, he told an undercover agent he wanted to know if an explosion would be large enough to destroy an entire building. The same month, he went with undercover operatives to a quarry in West Virginia to practice detonating explosives, according to court documents.
El Khalifi's activities drew the suspicions of a former landlord in Arlington, who called police a year and a half ago.
Frank Dynda said when he told El Khalifi to leave, the suspect said he had a right to stay and threatened to beat up Dynda. The former landlord said he thought El Khalifi was making bombs, but police told him to leave the man alone. Dynda had El Khalifi evicted in 2010.
El Khalifi had at least one man staying with him and claimed he was running a luggage business from the apartment, Dynda said, doubting that was true because he never saw any bags.
"I reported to police I think he's making bombs," Dynda said. "I was ready to get my shotgun and run him out of the building, but that would have been a lot of trouble."
Dar Al-Hijrah Islamic Center imam Johari Abdul-Malik, who along with other Muslim leaders meets regularly with the FBI, said he was contacted by an agency official after El Khalifi's arrest and was told that Khalifi was not someone he needed to worry about.
He said the official told him that Khalifi was "not a regular at your mosque or any mosque in the area."
He said he offered to supply the FBI with surveillance video of the mosque in Falls Church, Va., in case it helped with their investigation but was told that was it not necessary.
Police are close to arresting one of El Khalifi's associates on charges unrelated to the terror conspiracy, the counterterrorism official said. The associate was said to also be a Moroccan, living here illegally. Police are investigating others El Khalifi associated with, but not because they believe the associates were part of a terror conspiracy, the official said.
